At World Research Union, we make a deliberate and principled distinction between conference proceedings and journal publications. Conferences are dynamic forums for the presentation, discussion, and dissemination of emerging research — environments where ideas collide, evolve, and inspire. Journals, by contrast, serve collaborative and longitudinal research that demands rigorous iterative review over time. WRU respects this distinction completely. We do not associate our conferences with journals; we associate exclusively with proceedings partners. Our proceedings heritage includes IEEE and AIP, and this legacy of academic integrity will be maintained across all future WRU conferences

Quality Assurance Framework

WRU Peer Review & Quality Assurance Framework

All WRU conferences are certified under WRU-QAF — a rigorous, ethics-driven framework built on controlled acceptance rates, double-blind peer review, and a five-stage evaluation pipeline. WRU-QAF ensures that only high-impact, methodologically sound research is presented and recognised across our platforms.

1
Submission Screening
Scope alignment verification, formatting compliance check, and initial plagiarism screening against known databases. Papers failing this stage are returned before peer review.

2
Double-Blind Peer Review
2–3 independent reviewers per paper. Author and reviewer identities are fully concealed throughout. Evaluation covers originality, methodological soundness, clarity of contribution, and thematic relevance to the conference.

3
Reviewer Consolidation
Scores and qualitative comments are aggregated across all reviewers. Conflicting reviews are escalated to an additional independent evaluator to resolve disagreements impartially.
Score aggregation Conflict escalation
4
Editorial Decision
The Editorial or Technical Committee issues one of four formal decisions based on consolidated review outcomes. All decisions are communicated with reviewer feedback.

5
Final Validation
Revised submissions undergo full compliance checks, originality and formatting verification, and are formally confirmed for presentation or proceedings publication eligibility.

Acceptance Policy

  • Acceptance depends strictly on merit and review outcomes — not submission volume or payment status.
  • No guarantee of acceptance upon submission or upon payment alone.
  • Acceptance rates are actively monitored and kept within the 20–35% target range.
  • Mass acceptance, revenue-driven selection, and compromised review standards are explicitly rejected.

Plagiarism & Research Integrity

  • All submissions are subjected to rigorous plagiarism detection at screening stage.
  • Zero tolerance for data fabrication and unethical research practices.
  • Violations result in immediate rejection at any stage of the process.
  • Severe misconduct may result in permanent blacklisting from future WRU events.

Distinguished Paper Track

  • Top 5–10% of accepted papers recognised based on review scores, innovation level, and impact potential.
  • Highlighted during the conference with awards and formal recognition.
  • Invited for extended journal publication pathways post-conference.

Reviewer Governance & Ethics

  • Reviewers must declare any conflicts of interest before assignment.
  • All review assignments are fully independent and kept confidential.
  • No direct communication between reviewers and authors is permitted.
  • WRU conducts random audits of review records to protect process integrity.

WRU-QAF as a Global Certification Standard for Conferences

WRU-QAF is being developed as an open quality protocol — an international benchmark that external conferences can apply for, be audited against, and publicly certified. Conferences meeting WRU-QAF standards will be authorised to carry the official WRU-QAF Certified badge, signalling to researchers and institutions worldwide that quality is curated, integrity is protected, and impact is prioritised. There is NO fee or hidden cost, just that Conferences has to comply certain high standards.
